Matt Schrap currently holds the position of Chief Commercial Officer for Forum Mobility Inc. Forum is an EV charging infrastructure and leasing provider that has a unique focus on the heavy-duty trucking sector. He assumed the role in August of 2025 and currently is focused on bringing value added services to fleet operators who deploy Heavy Duty Zero Emissions equipment. Prior to joining Forum, Matt was the CEO of the Harbor Trucking Association (HTA), the largest Drayage focused Association in the United States. Matt worked closely with fellow supply chain stakeholders along with local, state and federal regulators on a multitude of issues impacting drayage movements on the USWC. As HTA’s CEO from June 2021 through August 2025, Matt was featured on several national news programs including 60 Minutes, ABC Nightly News, Fox News, CNBC, PBS News Hour, Bloomberg TV, National Public Radio, California Insider, Road Dog Trucking Radio on SiriusXM and a host of other local network affiliates. Even in his current role, Matt has continued to remain a trusted voice on state and federal policy issues and their influence on supply-chain efficiency constraints within the drayage industry.

Robert Loya As Chief Operating Officer (COO), Mr. Loya provides strategic leadership and clear communication to TGS's operations teams. He is dedicated to fostering a fair and ethical environment for all employees, leased motor carriers (LMCs), and other partners. Mr. Loya directly oversees all facets of the Carson, Fresno, and Reno operations, including Safety and Security. His oversight encompasses financial management, purchased trucking, LMC relationships and compliance, safety adherence, marine terminal relationships, commercial development, vendor relationships, and providing security expertise for all TGS locations. He ensures that operations teams consistently service customer cargo efficiently, cost-effectively, and in alignment with expectations.

Chanel Parson is responsible for progressing SCE’s vision for a Clean Energy Future through accelerating the adoption of electric vehicles, solar, and battery storage. Chanel also progresses this vision through her responsibility for Demand Flexibility, including demand response, vehicle-to-grid integration and virtual power plants, to optimize the customer-grid interface in support of energy affordability and grid reliability and resilience. Her portfolio includes over $1 billion in programs that directly support California’s objective to reach carbon neutrality by 2045. Prior to this role, Chanel has also served as the executive responsible for building electrification, and energy efficiency programs. With over 19 years of utility experience, Chanel has led teams in training, transmission and distribution operations, project management, regulatory, safety, and customer service.

Dr. Noel Hacegaba is the Chief Executive Officer of the Port of Long Beach, a world leader in supply chain innovation, customer service and environmental sustainability. He is responsible for advancing the Port’s pioneering projects and programs and elevating its leadership position in the global trade arena. Each year, the Port processes nearly 10 million container units carrying $300 billion in goods that power the local, regional and national economy by supporting nearly 3 million jobs. Dr. Hacegaba leads a team of 600 staff and manages an annual budget of $834 million. He also oversees the delivery of a $3.2 billion capital improvement program, the largest of any port in the nation.
