Kenneth Young is Chief in the Office of the District Traffic Manager at Caltrans District 7. In this role, he oversees multiple teams responsible for developing Traffic Management Plans (TMPs) for nearly every project within the district. With over 20 years of experience, Kenneth is a respected leader at Caltrans, known for his commitment to improving the safety and efficiency of California’s State Highway System. Motivated by a strong sense of responsibility and a passion for public service, he has dedicated his career to enhancing the daily lives of Californians through smarter, safer transportation solutions.

Rimma Tebeleva is a Senior Transportation Engineer and a Project Manager at Caltrans District 7, currently leading the Vincent Thomas Bridge Deck Replacement Project. In this role, she works closely with the Federal Highway Administration (FHWA) and agencies across Los Angeles County and the City of Los Angeles to ensure smooth and efficient project development. Rimma and her project team provide regular monthly updates to the Harbor community and local agencies to keep stakeholders informed on the project's progress. With over 25 years of experience, she is a respected and valued leader within Caltrans District 7.

Nathan Bass serves as a Caltrans spokesperson in the counties of Los Angeles and Ventura, initiating and maintaining contact with news media and the public about department projects and initiatives. Previously, Nathan worked in the Office of State Senator Josh Newman, where he was the senator’s representative to seven constituent cities, passed legislation benefiting military service members and students, and led office initiatives to protect academic freedom and improve employment opportunities for veterans. He holds a bachelor’s degree in history from Cal State Fullerton.

Diana Jimenez serves as a Public Information Officer for Caltrans District 7, which covers Los Angeles and Ventura Counties. In this role, she collaborates closely with the news media and engages with the public to communicate key departmental projects and initiatives. Prior to joining Caltrans, Diana was a news producer at Spectrum News 1 in Southern California, where she contributed to the Emmy Award-winning programs Los Angeles Times Today and Inside the Issues. She holds a bachelor’s degree in journalism and a master’s degree in Chicana and Chicano Studies from California State University, Northridge.
